Based on discussions at the Field Office Managers Conference, please follow these procedures for Board appeal inspections: Material portion sublots under the Cu-Sum Plan - When forwarding material portion sublots to the Board of Appeals and Review (BAR) for appeal services, send the sample with sufficient identification (ship name and sublot identification; i.e, MP-1), an appeal application stating the reason, and the review separations. It is not necessary to send an FGIS-920 or the ship inspection log with the sample. The BAR will transmit inspection results to the field office for entry on the inspection log by either telephone or FAX. Field offices are responsible for determining whether or not the factors met or exceeded the Cu-Sum and issuing Board appeal certificates, when needed. Domestic single lot inspections - The BAR is responsible for the issuance and distribution of BAR certificates. Please include with the sample the applicant's complete mailing address, billing address, telephone number, and FAX number on the application for inspection and a copy of the appeal certificate to assist the BAR in transmitting inspection results and certificates to the applicant. To expedite the application process, field offices may complete and forward the application to the BAR for the applicant. The BAR will forward a copy of the certificate to the field office for their record. To facilitate the reporting and distribution process, field offices should alert the BAR on the application for inspection if other arrangements need to be made. This action is effective March 22. The BAR will bill for all Board appeal services. Please contact your program chief if you have any additional questions.
