Reference #186 June 28, 2000 TO: FGIS POLICY BULLETIN BOARD FROM: David Orr, Director /s/ Field Management Division SUBJECT: Castor Beans in Pulses ORIGINATING OFFICE: Standards and Procedures Branch This memorandum establishes policy for certifying edible beans containing castor beans. Consider a bean sample as Distinctly Low Quality (DLQ), if it contains 2 or more castor beans in the 1000-gram representative sample portion. If less than 1000 grams is available, consider the presence of 1 castor bean in a 500-gram sample portion as DLQ. Show the term “Distinctly low quality on account of castor beans” on the work record and in the Remarks section of the certificate, and grade the beans “U.S. Sample Grade.” This policy is established as a result of a question regarding whether to consider edible beans containing castor beans as DLQ or unknown Foreign Substance (FSUB). Although DLQ and FSUB are sample grade factors, the designation unknown foreign substance cannot apply to this situation, because castor beans are identifiable and measurable. Therefore, we have decided for the benefit of the customer, to provide this identifiable and measurable information under DLQ. 1 2
